Directors' Update: Jan. 28, 2026

Business Meeting: Feb. 3, 2026

Summary:

The resolution authorizes the Director of Information Technology Services to execute a purchase order with Accurate Electric Unlimited, Inc. (AEU) through sole source procurement. The Lewis County Jail is expanding its integrated Video/Door Control security system, which was originally installed by AEU under a competitively awarded contract and is still under warranty.

This expansion includes 14 additional Vicon cameras across various jail areas, one used NVR, and supporting infrastructure including fiber inputs, heated enclosures, cabling, and VMS integration. AEU is the only vendor with the necessary proprietary knowledge, configuration access, and authorization to modify the existing system without voiding the warranty. Procuring these components from any other vendor would jeopardize system compatibility, performance, and support.

AUTHORIZE THE DIRECTOR OF INFORMATION TECHNOLOGY SERVICES TO EXECUTE A PURCHASE ORDER WITH ACCURATE ELECTRIC UNLIMITED INC. THROUGH SOLE SOURCE PROCUREMENT FOR THE EXPANSION OF THE LEWIS COUNTY JAIL SECURITY SYSTEM

Resolution Number: 26-041

WHEREAS, Lewis County seeks to expand the existing integrated Video/Door Control system in the Adult Jail to enhance security coverage in kitchen, medical, general population and intake areas; and

WHEREAS, the current system was installed by Accurate Electric Unlimited Inc. (AEU) under a competitively awarded contract completed in March 2025 and remains under warranty through AEU; and

WHEREAS, the proposed expansion includes proprietary software components that must remain fully compatible with the original system and cannot be sourced or supported by any vendor other than AEU; and

WHEREAS, AEU is the sole authorized provider with the expertise, access and warranty support needed to ensure continuity of service, preserve configuration integrity and maintain operational security; and

WHEREAS, procuring this expansion from any other vendor would risk operational failure, compromise the warranty and invalidate the system’s security design.

NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners authorizes the Director of Information Technology Services, or their designee, to execute a purchase order with Accurate Electric Unlimited Inc., using the sole source procurement method, in an amount not to exceed $176,697.00 plus applicable sales tax.

DONE IN OPEN SESSION this 3rd day of February, 2026.
