WHEREAS, Lewis County has renovated 2015 NE Kresky Ave., Chehalis, into a permanent night-by-night shelter for people experiencing homelessness, and has received a direct appropriation from the state Housing Trust Fund for that purpose; and

WHEREAS, the project includes required frontage improvements on the portion of 2015 NE Kresky Ave. and 2025 Kresky Ave. adjacent to Kresky Ave.; and

WHEREAS, the Board of County Commissioners (BOCC) issued a call for bids for the above-described shelter improvements pursuant to plans and specifications, resulting in Lewis County receiving the following bids:

WHEREAS, the Director of Lewis County Facilities determined that Taycon LLC was the lowest responsible bidder, with a bid less than the County's cost estimate; and

WHEREAS, the Director accordingly awarded and entered into the attached contract with Taycon LLC to complete the work, entitled "Lewis County Shelter Permanent Shelter - ROW Improvements" with a project name "Shelter_Frontage"; and

WHEREAS, design changes were required to address an engineering mistake in the location of a catch basin, resulting in higher costs for Taycon, and the Director of Facilities entered into a change order ("CO 1&2") accounting for these costs; and

WHEREAS, the BOCC has reviewed the contract and attached change order described above, finding them to be in the public interest.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby ratifies the attached contract "Lewis County Permanent Shelter - ROW Improvements" (Project name: "Shelter_Frontage") with Taycon LLC in the amount of $193,400, for a term commencing in June 2025 and ending upon completion, funded through an appropriation from the Housing Trust Fund as a reimbursable grant. The Director of Facilities' signature thereon is authorized; and

NOW THEREFORE BE IT FURTHER RESOLVED that the BOCC hereby ratifies the attached change order "CO 1&2" increasing the project cost by $15,814.93, for a total project cost of $209,214.93, funded as stated above. The Director of Facilities signature' thereon is authorized; and

NOW THEREFORE BE IT FURTHER RESOLVED Estimated sales tax (8.4%) for the total project is $17,574.05. This ratification approves of a total estimated project cost including sales tax of $226,788.98.
