Summary:

The Middle Fork Water & Sewer System Water System Plan (WSP) update is a comprehensive planning effort to evaluate the County’s existing water system and prepare for future service needs in compliance with Washington State Department of Health requirements. The project includes reviewing current facilities and operations, developing water demand projections, performing hydraulic modeling and system analysis, identifying infrastructure deficiencies, and establishing a prioritized capital improvement plan. It also includes preparation of a financial plan and rate study to support long-term sustainability. The updated WSP will serve as a key planning and regulatory document to guide reliable, safe, and efficient water service for current customers and anticipated future growth.

Resolution

WHEREAS, Lewis County Public Works has completed and executed a Professional Services Contract with Carollo Engineers Inc. for the purpose of updating the Middle Fork Water System Plan (WSP); and

WHEREAS, the WSP update is necessary to ensure compliance with Washington Administrative Code (WAC) 246-290 and Washington State Department of Health (DOH) requirements, and to evaluate system conditions, identify infrastructure needs and plan for future service demands; and

WHEREAS, the Professional Services Contract provides for engineering and planning services including system evaluation, demand forecasting, hydraulic analysis, capital improvement planning and financial analysis as outlined in the agreement; and

WHEREAS, the total contract amount shall not exceed $214,522.00 and is funded through Lewis County .09 Distressed County Funds under Grant Agreement No. 410WSPLN; and

WHEREAS, it is in the best interest of the citizens of Lewis County to ratify and approve the executed contract in order to support timely completion of the Water System Plan update and maintain compliance with applicable regulatory requirements.

NOW THEREFORE BE IT RESOLVED that the Lewis County Board of County Commissioners hereby ratifies and approves the Professional Services Contract executed between Lewis County Public Works and Carollo Engineers Inc. for the Middle Fork Water System Plan update, in an amount not to exceed $214,522.00; and

NOW THEREFORE BE IT FURTHER RESOLVED that the executed contract is hereby affirmed and authorized as a valid and binding agreement of Lewis County.
