WHEREAS, prior to November 13, 2025, the City of Centralia and Lewis County co-managed the Urban Growth Area under an Interlocal Agreement (ILA) approved by the Board of County Commissioners, Resolution 06-136, and the ILA stated that land divisions within the unincorporated Urban Growth Area were processed by the City of Centralia with final approval by the Board of County Commissioners; and

WHEREAS, the preliminary plat was approved by the Centralia City Council on April 8, 2025 (Exhibit D) prior to November 13, 2025 and is therefor governed under Resolution 06-136; and

WHEREAS, Lewis County Department of Community Development has reviewed the plat map (Exhibit B) and supporting documents, including the City of Centralia Staff Report (Exhibit A) and SEPA MDNS (Exhibit C), and recommends approval of the Lewis County LP26-00001 application (Exhibit E).

NOW THEREFORE BE IT RESOLVED that the Lewis County Board of County Commissioners finds it in the public interest to approve LP26-00001 (Exhibit E) and the City of Centralia approved preliminary plat map (Exhibit B); and

NOW THEREFORE BE IT FURTHER RESOLVED that the Lewis County Board of County Commissioner finds that it is in the public interest to deny approval of the final plat prior to annexation of the property by the City of Centralia.
