Summary:

Lewis County issued a call for bids for the 2026 Traffic Paint Proposal, on November 20, 2025. Lewis County received and opened four (4) bids on December 11, 2025.  It appears that the bid proposals do not meet the desired specifications. The State Contract offers a substantial savings for the product. RCW 36.32.250 allows for the rejection of all bids if a compelling reason exists. 

Public Works recommends the Board of County Commissioners reject all bids for the 2026 Traffic Paint Proposal.

Resolution

WHEREAS, RCW 36.32.250 allows for the preservation of the integrity of the competitive bid system and dictates that after competitive bids have been opened, award must be made to that responsible bidder who submitted the lowest responsive bid, unless there is a compelling reason to reject all bids and cancel the solicitation; and

WHEREAS, Lewis County issued a call for bids for the 2026 Traffic Paint Proposal on November 20, 2025; and

WHEREAS, Lewis County received and opened four (4) bids for the 2026 Traffic Paint Proposal on December 11, 2025; and

WHEREAS, the bid proposals do not appear to meet the product specifications; and

WHEREAS, Lewis County staff has reviewed the bids received and found entering into the State Contract to be more cost effective; and

WHEREAS, it appears to be in the best public interest to reject all bids for the 2026 Traffic Paint Proposal.

NOW THEREFORE BE IT RESOLVED that all bids accepted by Lewis County on December 11, 2025, for the 2026 Traffic Paint Proposal are hereby rejected under the authority of RCW 36.32.250.
