Summary:

The Veterans’ Advisory Board was established by Resolution #06-189 and updated via Resolution #12-143. The Lewis County Veterans' Advisory Board bylaws state that membership on the board shall be comprised of no less than seven regular-members and two alternate-members.

The Veterans' Advisory Board recommends (1) appointing Grant Kistler as a regular voting member, (2) appointing Jeff Elder and Scott Salkovics as alternate voting members, (3) reappointing Kenneth Norwood for another term as a regular voting member, and (4) removing Jeremy Almond and Ricardo Barrientos as regular voting members of the Veterans' Advisory Board due to their terms expiring on June 30, 2025.

Resolution

WHEREAS, Lewis County has a Veterans’ Advisory Board (VAB) as established by the Board of County Commissioners (BOCC) via Resolution 06-189 and updated via Resolution 12-143; and

WHEREAS, the VAB's bylaws state that membership on the board shall be comprised of no less than seven regular members and two alternate members, with each board member approved by the BOCC and appointed via resolution; and

WHEREAS, the terms for three members - Kenneth Norwood, Jeremy Almond and Barbara Russell - have expired, and former members George Dodd and Ricardo Barrientes have stepped down, leaving vacancies; and

WHEREAS, Kenneth Norwood has expressed an interest in continuing to serve on the VAB, and Grant Kistler, Jeff Elder and Scott Salkovics have expressed interest in joining the board; and

WHEREAS, the BOCC has reviewed memos from the VAB recommending membership changes on the VAB; and

WHEREAS, the VAB recommends the BOCC:

• Appoint Grant Kistler as a regular voting member for a term ending April 30, 2027
• Appoint Jeff Elder and Scott Salkovics as alternate voting members for terms ending April 30, 2027
• Reappoint Kenneth Norwood a regular voting member for a term ending June 30, 2027

WHEREAS, the BOCC finds that the VAB's proposal appears to be in the public's best interest, ensuring the minimum requirements for regular and alternate members are met.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby

• Appoints Grant Kistler as a regular voting member for a term ending April 30, 2027
• Appoints Jeff Elder and Scott Salkovics as alternate voting members for terms ending April 30, 2027
• Reappoints Kenneth Norwood a regular voting member for a term ending June 30, 2027
