Resolution
RATIFY CHANGE ORDERS FOR THE LEWIS COUNTY PERMANENT SHELTER RENOVATIONS CONTRACT WITH SCHWIESOW CONSTRUCTION INC., PROJECT #31-2408 CONSTRUCTION, FOR HVAC EXTENSION WORK AND MISCELLANEOUS OWNER-REQUESTED CLOSEOUT WORK
WHEREAS, Lewis County is renovating 2015 NE Kresky Ave., Chehalis, into a permanent night-by-night shelter for people experiencing homelessness, and has received a direct appropriation from the state Housing Trust Fund for that purpose; and
WHEREAS, Lewis County previously published a formal call for bids for shelter renovation and awarded that contract to Schwiesow Construction as the lowest bidder, at a cost well under the county's cost estimate; and
WHEREAS, separately, Lewis County has architectural plans/designs for an HVAC extension to support the shelter renovation. It solicited competitive proposals for the HVAC extension work and any design changes necessary during construction, but received only one proposal at a cost far more than the county's estimate for this HVAC work. So, the county rejected all proposals; and
WHEREAS, Schwiesow provided an estimate for accomplishing the HVAC work through a subcontractor at one third the cost of the other proposal; and
WHEREAS, it is therefore advantageous to add the work to Schwiesow's contract; and
WHEREAS, the County identified other miscellaneous closeout work for the project as its contractors finish up, which it wishes Schwiesow to do; and
WHEREAS, the Facilities Administrator signed Change order 2 for $21,302 of HVAC work and Change Order 3 for $7,357 of miscellaneous closeout work, bringing the total contract amount to $101,559 (which remains within budget and well under the $160,000 county estimate for the renovations contract).
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners ratifies Change Orders 2 and 3 with Schwiesow Construction Inc. for the HVAC and miscellaneous closeout work on the Lewis County Permanent Shelter renovations project, Project #31-2408 Construction.
DONE IN OPEN SESSION this 21st day of January, 2025.
