Establishes a cost-sharing schedule for County offices and outside agencies that will benefit from the contracted aerial photography and adopts an agreement template for use with outside agencies that want to participate.

WHEREAS, pursuant RCW 36.32.120(6), the Lewis County Board of County Commissioners (BOCC) has the care of County property and the management of County funds and business; and

WHEREAS, the County has contracted with Washington Consolidated Technology Services (WaTech, a state agency) and separately with Eagleview Technologies (Eagleview) for the provision of aerial photography images, software, and support services for several years between 2021 and 2027; and

WHEREAS, the contracts between the County and Eagleview and WaTech have provisions allowing the County to share the licensed products with other agencies and entities; and

WHEREAS, the County and other entities are interested in working cooperatively with each other to reduce project costs and eliminate duplication of services through the adoption of agreements; and

WHEREAS, the County has previously established successful cost-sharing arrangements between County offices, and with outside entities for distribution of aerial photography products from 2013 through 2019; and

WHEREAS, the BOCC has directed the Public Works Director to establish an interdepartmental cost-sharing schedule between the County offices that will benefit from the aerial photography products in a similar fashion to the previous arrangement; and

WHEREAS, the Public Works Director has drafted said cost-sharing schedule (attached) that divides the aerial photography product costs into percentages; and

WHEREAS, it appears to be in the best public interest to adopt said cost-sharing schedule and to authorize the Public Works Director to execute agreements to share aerial photography products and services with eligible, interested entities.

NOW THEREFORE BE IT RESOLVED by the BOCC that the cost-sharing schedule for Lewis County offices is hereby approved; and

NOW THEREFORE BE IT FURTHER RESOLVED that the Public Works Director be authorized to execute on the behalf of the County, agreements, whereby the County will license aerial photograph products and services to eligible licensees as allowed by the WaTech and Eagleview contracts. Said agreement shall be substantially in the form of the Lewis County Image License Agreement attached hereto and incorporated herein by this reference.
