APPROVE PERMITTING SOFTWARE CONTRACT WITH GRANICUS (SMART GOV) OF CARAHSOFT THAT ESTABLISHES A 5-YEAR ANNUAL SUBSCRIPTION WITH AN ANNUAL FEE-INCREASE CAP OF 5 PERCENT
WHEREAS, Lewis County Community Development relies on outdated software Adept Enterprises and paper applications, which no longer adequately support the needs of the department to meet state laws. Due to the age and lack of support, this system is ill-equipped to handle the demands of SB5290 and poses operational risks; and
WHEREAS, the Lewis County Board of County Commissioners (BOCC) approved Resolution 24-398 on Oct. 22, 2024, to award a contract for permitting software to Granicus (Smart Gov) of Carahsoft Technology Corporation, and Community Development has discovered a need to update the contract; and
WHEREAS, Granicus (Smart Gov) provides integrated digital software and technology services focused on governmental needs for digital routing of applications and public facing portals; and
WHEREAS, Granicus is verified through Carahsoft, All Products and Services available under Carahsoft GSA Contract GS-35F-0119Y are available via this contract; and
WHEREAS, as a local governmental agency, Lewis County has the ability to purchase these products at a discounted rate through NASPO Contracts (Lewis County Master Agreement No AR2472 / Washington Master Contract No 05116); and
WHEREAS, to replace the aging permitting software, Lewis County Community Development applied for and was award funding through WA State Department of Commerce Paper to Digital Grant Program.
NOW THEREFORE BE IT RESOLVED that the BOCC hereby (1) rescinds and replaces Resolution 24-398; (2) approves the revised MSA with Granicus Subscription and Services Agreement Contract with Granicus (Smart Gov) of Carahsoft Technology Corporation in the amount of $64,758.84 for implementation and $36,454.44 for a total of $101,213.28; (3) approves a 5-year subscription agreement that caps fee increases at 5% per year; and (4) authorizes the Director of Lewis County Community Development to sign said contract on behalf of the BOCC.
