Resolution
APPROVE A CONTRACT TO PURCHASE AERIAL PHOTOS AND RELATED SOFTWARE AND SERVICES FROM EAGLEVIEW THROUGH SOLE SOURCE PURCHASING
WHEREAS, Lewis County has an ongoing need for high-resolution digital orthographic and oblique aerial photographic data compatible with the county GIS and has a need for software and services necessary to utilize them; and
WHEREAS, at the direction of the Board of County Commissioners, the Director of Public Works drafted an agreement with Pictometry International (now known as Eagleview) in 2013 that provided for the acquisition of aerial photos and related services, which the Board then executed via Resolution 13-074; and
WHEREAS, the Board of County Commissioners ratified amendments to the 2013 agreement made by the Director of Public Works in Resolution 19-181 to expand the extent of aerial photos and the services provided by Eagleview/Pictometry; and
WHEREAS, the County used Eagleview to provide aerial photography products and services for 2013, 2015, 2016, and 2019, successfully completing the terms and ending the previous agreement; and
WHEREAS, the County requires access to historic aerial photos which can only be seamlessly accessed by using Eagleview's Connect Explorer software; and
WHEREAS, the County formed a collaborative group of local agencies to share the costs and benefits of the Eagleview aerial photos and these agencies also require seamless access to the historic photo library; and
WHEREAS, Eagleview, uniquely, provides the digital aerial photographs, software, and services that are capable of seamlessly integrating with the historic aerial photo library, which clearly and legitimately limits procurement to a sole source contractor for this project; and
WHEREAS, the Director of Public Works has drafted a new agreement with Eagleview that satisfies the current and intermediate-term needs of the County with respect to aerial photos and related services, for two flights (2024 & 2027) to be paid off over six years.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Lewis County that the agreement with Eagleview is hereby approved as a sole source purchase and the Director of Public Works is authorized to sign the agreement on behalf of Lewis County.
DONE IN OPEN SESSION this 7th day of May, 2024.
