Summary:

Reissue a request for proposals (RFP) for the periodic update of the Lewis County Comprehensive Plan.  

On July 1, 2023, the County will receive a Periodic Update Grant (PUG) from Commerce.  The PUG is a state appropriation provided to all jurisdictions planning under GMA.  More information about the PUG is available on the Commerce webpage; https://www.commerce.wa.gov/serving-communities/growth-management/growth-management-grants/.

Lewis County is a GMA fully-planning county with a population under 100,000 and therefore, the PUG is $350,000. The PUG is split into two years, with $175,000 available each year. The PUG must be used to complete all requirements of the periodic update for the Lewis County Comprehensive Plan. This resolution authorizes the Director of the Department of Community Development to release a Request for Proposals to procure these services via full, fair, and open competition and evaluate responses.  It also authorizes the Clerk of the Lewis County BOCC to proceed with all appropriate and necessary notifications, posting and publication as required and as advisable.

Resolution

WHEREAS, Lewis County will receive the Periodic Update Grant (PUG) through the Washington Department of Commerce, and the Periodic Update must be completed between July 1, 2023, and June 30, 2025; and

WHEREAS, a professional/technical consultant is necessary to complete elements of the periodic update of the Comprehensive Plan; and

WHEREAS, Lewis County is seeking proposals from qualified firms with expertise in completing periodic update of the Comprehensive Plan, and proposals must be submitted through OpenGov.com; and

WHEREAS, the previous issuing of notice for RFP (Resolution 23-023) resulted in only one proposal submission, and Community Development has decided to issue a new RFP for only the first year of the periodic update of the Comprehensive Plan; and

WHEREAS, publication to solicit for the periodic update of the Comprehensive Plan is needed to contract with a consulting firm; and

WHEREAS, all related materials have been reviewed by the BOCC and found appropriate for further proceedings.

NOW THEREFORE BE IT RESOLVED that the Community Development Director is instructed to prepare an RFP and create a selection committee to evaluate submittals and negotiate a contract with a qualified firm for BOCC approval. Bids must be submitted online through OpenGov, which can be accessed at https://procurement.opengov.com/portal/lewiscountywa/projects/58100. Bids are due by 3 p.m. PST on October 5, 2023; and

NOW THEREFORE BE IT FURTHER RESOLVED that the Clerk of the Lewis County BOCC is directed to proceed with all appropriate and necessary notifications, posting and publication as required and as advisable.
