Summary:

The purpose of the contract is to provide funding through the Washington State Department of Commerce, through the housing assistance unit Emergency Solutions Grant COVID19 grant, to prevent, prepare for, and respond to the coronavirus pandemic among individuals and families who are homeless or receiving homeless assistance. The Salvation Army will provide outreach services in conjunction with other partner agencies to community members who are experiencing homelessness within Lewis County. TSAESG-CV Amendment D adds line item "Outreach" and adds funds in the amount of $100,000 to create, design and implement targeted outreach among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homeless prevention activities.

Resolution

WHEREAS, the Lewis County Board of County Commissioners (BOCC) has reviewed Amendment D to Contract TSAESG-CV with The Salvation Army to provide outreach services in conjunction with other partner agencies to community members who are experiencing homelessness within Lewis County; and

WHEREAS, the purpose of Amendment D is to:  

• Add Line Item ‘Outreach’
• Add funds to budget line item ‘Outreach’ in the amount of $100,000.00
• Add Outreach Scope of work

WHEREAS, Amendment D increases the contract total by adding $100,000 to the "Outreach" line item for a new total of $658,588.63; and

WHEREAS, the contract duration is from October 18, 2022-September 30, 2023; and

WHEREAS, it appears to be in the best public interest to authorize the execution of said contract.

NOW THEREFORE BE IT RESOLVED that Amendment D to Contract TSAESG-CV between Lewis County and The Salvation Army, which: 

• Adds Line Item ‘Outreach’
• Adds funds to budget line item ‘Outreach’ in the amount of $100,000.00
• Adds "Outreach" Scope of work

for a new contract total of $686,588.63 from October 18, 2022- September 30, 2023, is hereby approved, and the Director of Public Health and Social Services is authorized to sign the same.
