APPROVING A CONTRACT TO PURCHASE BODY AND IN-CAR VIDEO RECORDING SYSTEM, EQUIPMENT AND RELATED SOFTWARE FOR THE LEWIS COUNTY SHERIFF'S OFFICE USING NCPA CONTRACT #01-97
WHEREAS, the Lewis County Sheriff’s Office (LCSO) has a need to purchase In-Car Video Recording and Body Camera System products, services and support; and
WHEREAS, SHB 1223 Chapter 329, Laws of 2021 requires Law enforcement officers to electronically record custodial interrogations. Electronic recordings of qualifying interrogations that take place roadside at a jail, police or sheriff's station, holding cell, or correctional or detention facility must include both audio and video. Electronic recordings of qualifying interrogations at any other place of detention must include audio, at minimum; and
WHEREAS, "place of detention" means a fixed location under the control of a law enforcement agency where individuals are questioned about alleged crimes or status offenses. The term includes a jail, police station, sheriff's station, holding cell, correctional facility, detention facility, police vehicle, and, in the case of juveniles, schools; and
WHEREAS, National Cooperative Purchasing Alliance (NCPA) is a leading national government purchasing cooperative working to reduce the cost of goods and services by leveraging the purchasing power of public agencies in all 50 states; and
WHEREAS, NCPA works with a lead public agency, which competitively solicits master contracts. Contracts are based on quality, performance, and pricing. These contracts are established using the following process:
WHEREAS, the Lewis County Procurement Procedure Manual encourages cooperative purchasing when those procurements are in accordance with the Procurement Procedural Manual and Chapter 39.12 RCW; and
WHEREAS, it appears the NCPA-01-97 SYNNEX Advanced Technology Solutions Aggregator Cooperative Contract for the purchase of GETAC brand In-Car video recording and body camera system products, services and support solicitation was made in conformity with procurement requirements within the Lewis County Procurement Procedural Manual and Chapter 39.12 RCW. The general terms and conditions and special contract terms and conditions contained in NCPA 01-97 are hereby incorporated by reference and shall apply to this purchase; and
WHEREAS, the source for this procurement is the NCPA SYNNEX contract 01-97, which is an interstate cooperative procurement. The general terms and conditions and special contract terms and conditions contained in NCPA 01-97 are hereby incorporated by reference and shall apply to this purchase; and
WHEREAS, the LCSO wishes to use the NCPA-01-97 as the procurement source to meet the requirements set forth in SHB 1223 Chapter 329, Laws of 2021; and
WHEREAS, Lewis County received a disbursement of funds in the amount of $313,831 from the Washington State Office of Financial Management (OFM) to assist with one-time costs related to law enforcement and criminal justice related legislation enacted between January 1, 2020, and June 30, 2021; and
WHEREAS, the Lewis County Board of County Commissioners (BOCC) has reviewed the use of funds and has determined this one-time purchase for body camera systems is an appropriate use of these one-time revenues.
NOW THEREFORE BE IT RESOLVED the BOCC hereby approves the utilization of the NCPA-01-97 SYNNEX Advanced Technology Solutions Aggregator Cooperative Contract for the purchase of GETAC brand In-Car video recording and body camera system products, services, and support for the LCSO. The terms of the cooperative contract are stipulated in the attached Agreement and the Lewis County Sheriff is hereby authorized to sign said Purchase Agreement; and
NOW THEREFORE BE IT FURTHER RESOLVED that the BOCC authorizes the purchase of body cameras for the LCSO at a total cost of up to $378,945.53 plus applicable sales tax and installation fees, with $313,831 to come from the OFM allocation for one-time purchases for new mandates..
