Resolution

WHEREAS, the state Legislature in 1997 authorized counties to establish water conservancy boards (RCW 90.80) to enable the processing of water-right transfer applications at the local level with members appointed by the Board of County Commissioners (BOCC); and

WHEREAS, Lewis County established the Lewis County Water Conservancy Board via Resolution 98-247 on May 18, 1998; and

WHEREAS, Lewis County Water Conservancy Board member Christopher Vandenberg has stepped down and board member Robert Thode has passed away, creating two vacancies on the board; and

WHEREAS, Jill Van Hulle of Olympia and Brian Merryman of Winlock, who were appointed to serve as alternates on the board, have expressed an interest and willingness to serve as regular members; and

WHEREAS, Jill Van Hulle's work as a Certified Water Rights Examiner and Brian Merryman's work as a professional forest manager and "Stormwater Erosion Control Lead," coupled with their years of experience, make them ideal candidates for regular positions on the Lewis County Water Conservancy Board; and

WHEREAS, RCW 90.80.050(2) states that "in making appointments to the board, the county legislative authority or authorities shall choose from among persons who are residents of the county or counties or a county that is contiguous to the county that the water conservancy board is to serve"; and

WHEREAS, it is in the best public interest to appoint qualified members to the Lewis County Water Conservancy Board.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby removes Jill Van Hulle as an alternate and appoints her to complete Chris Vandenberg's unexpired term as a regular member of the Lewis County Water Conservancy Board, with her term to expire August 1, 2023; and

NOW THEREFORE BE IT FURTHER RESOLVED the the BOCC hereby removes Brian Merryman as an alternate and appoints him to complete Bob Thode's unexpired term as a regular member of the Lewis County Water Conservancy Board, with his term to expire August 1, 2023.
