Summary:

Centralia Alpha Road Improvement Project southeast of Chehalis between mileposts 10.60 and 11.85 is priority number 11 on the County's Six Year Transportation Improvement Program. The project will require additional road right of way from approximately nine property owners. RCW Chapter 8 authorizes Counties to acquire property when deemed necessary by the Board of County Commissioners. Pursuant to the requirements of RCW Chapter 8, this resolution instructs the County Engineer to acquire right of way from nine property owners along Centralia Alpha Road, Senn, and Oppelt Roads for the project. All such acquisitions shall be in accordance with adopted procedures as per Resolution 20-149.

Resolution

WHEREAS, Centralia Alpha Road Improvement Project southeast of Chehalis is priority number 11 on the County's Six Year Transportation Improvement Program approved by the Board of County Commissioners (BOCC) on November 16, 2020, by Resolution 20-415; and

WHEREAS, the improvement project will require additional road right of way from approximately nine property owners; and

WHEREAS, this project is a necessary improvement and will benefit the public; and

WHEREAS, RCW 8.08.010 authorizes counties to acquire property when deemed necessary by the BOCC; and

WHEREAS, pursuant to the requirements of RCW 8.08, this resolution instructs the County Engineer to acquire right of way as shown on the attached exhibit from approximately nine property owners along Centralia Alpha Road, Senn Road and Oppelt Road for the project.

NOW THEREFORE BE IT RESOLVED that the County Road Engineer is instructed to acquire all necessary right of way and is authorized to sign documents necessary for the Centralia Alpha Road improvement project in Sections 11 and 12, Township 13 North, Range 1 West, W.M.; and

NOW THEREFORE BE IT FURTHER RESOLVED that the BOCC directs that all such acquisitions be in accordance with adopted procedures as per Resolution 20-149 and under Lewis County's eminent domain authority, as per RCW 8.25 and WAC 458-61A-206 (1c), and pursuant to authority and obligations of RCW Title 8, notably 8.08, 8.25, and 8.26.
