Summary:

A call for bids for the Pleasant Valley Road MP 2.46 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(054), F.A. Agreement No. LA 9268, County Road Project No. 2159-J was made on June 29, 2020. The project was advertised in the Chronicle, the Seattle Daily Journal of Commerce, and Lewis County's website. Public Works received two bids for this project on July 14, 2020. Rognlin's Inc. provided the lowest responsive bid of $613,069. The engineer's estimate was $469,846.  The proposed scour repair involves a significant amount of hand labor and excavation in tight spaces under the existing bridge structure. With this type of construction, only two contractors offered bids for this project even though the bidding climate has been exceptionally competitive for other road projects recently bid in Lewis County.  Additionally, this project required a 9% Underutilized Disadvantaged Business Enterprise (UDBE) mandatory goal.  Construction for this project is 100% funded through FHWA.  With the intensive hand labor construction, 9% UDBE goal, and limited in-water work window for this project (completion by September 30), Public Works staff recommends acceptance of the bid provided by Rognlin's Inc. to ensure the Pleasant Valley MP 2.46 Bridge is protected against further scour during upcoming winter storm events.

Resolution

WHEREAS, pursuant to resolution 20-220, a call for bids was issued June 29, 2020, for the Pleasant Valley Road MP 2.46 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(054), F.A. Agreement No. LA 9268, County Road Project No. 2159-J; and

WHEREAS, bid quotations have been submitted from the contractors as follows

WHEREAS, Rognlin's Inc. provided the lowest responsive bid quote of $613,069 for the Pleasant Valley Road MP 2.46 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(054), F.A. Agreement No. LA 9268, County Road Project No. 2159-J.

NOW THEREFORE BE IT RESOLVED that the contract for the Pleasant Valley Road MP 2.46 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(054), F.A. Agreement No. LA 9268, County Road Project No. 2159-J shall be awarded to Rognlin's Inc. in the amount of $613,069 upon the execution of a contract acceptable to the Board of County Commissioners (BOCC). Upon presentation of such a contract, the County Engineer is authorized to sign on behalf of the BOCC.
