Summary:

This resolution will issue a call for bids for the Pleasant Valley Road MP 2.46 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(054), F.A. Agreement No. LA 9268, County Road Project No. 2159-J.

Bids for this proposal shall be submitted to the Clerk of the BOCC (351 N.W. North Street, Room 210, CMS-01, Chehalis, WA 98532) by or before 12:30 p.m. on Tuesday, July 14, 2020, and will be opened on or after 12:30  p.m. on July 14, 2020, subject to official proposal addenda that establishes an alternate bid due date or opening time.

Resolution

WHEREAS, Stearns Creek crosses Pleasant Valley Road near Napavine, WA.  The existing bridge at Pleasant Valley Road mile post (MP) 2.46 was built in 1985 and this structure's spread footings have been repeatedly scoured with varying repair efforts over the past several years.  All previous riprap scour repair efforts ultimately proved to be ineffective.  This site was submitted and received federal grant funding (100% funding) to design and permanently repair this scour critical structure. In order to prepare for construction in the summer of 2020, competitive bids are being solicited from Contractors to supply, deliver and install precast concrete slope protection for the scour critical spread footings along with streambed rock mix, planting mitigation, and other work required to complete this project; and

WHEREAS, pursuant to Resolution 11-437, construction projects exceeding a certain monetary threshold must be competitively bid; and

WHEREAS, pursuant to Resolution 20-103, the Board of County Commissioners (BOCC) adopted the 2020 Standard Specifications for Road, Bridge, and Municipal Construction and this proposal shall be performed by contract in accordance with these specifications.

NOW THEREFORE BE IT RESOLVED that the Department of Public Works is instructed to issue a Call for Bids and Contract Specifications for Pleasant Valley Road MP 2.46 Bridge Scour Repair Project, Federal Aid Project No. BHOS-2021(054), F.A. Agreement No. LA 9268, County Road Project No. 2159-J. Bids for this proposal shall be submitted to the Clerk of the BOCC (351 N.W. North Street, Room 210, CMS-01, Chehalis, WA 98532) by or before 12:30 p.m. on Tuesday, July 14, 2020, and will be opened on or after 12:30 p.m. on July 14, 2020, subject to official proposal addenda that establishes an alternate bid due date or opening time.
