Resolution

WHEREAS, the Washington State Department of Archaeology and Historic Preservation has awarded Lewis County a grant that can be used to repair and preserve the Historic Courthouse (Resolution 26-184); and

WHEREAS, Lewis County will use the grant to complete exterior masonry repairs, including repairing cut cast sandstone, tuck-pointing several areas, replacing failing mortar joints and preserving the moisture resistance of the exterior features of the building; and

WHEREAS, Lewis County issued a call for bids for its "Historic Courthouse repointing project" via Resolution 26-184 on June 16, 2026; and

WHEREAS, the county received the following four base bids:

*base bid figures do not include the three bid alternatives; and

WHEREAS, Pioneer Masonry Restoration provided the lowest responsive base bid ($73,485.00) and the lowest responsive bid with the three bid alternatives added ($93,702.00 plus tax and applicable permit fees upon completion of contract); and

WHEREAS, it appears to be in the best interest of the public to award the contract for the "Historic Courthouse repointing project," project No. 31-2421b, to Pioneer Masonry Restoration for up to $93,702.00 - plus tax and applicable permit fees - with the total price reflecting the base bid plus the three bid alternatives added.

NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners (BOCC) hereby awards the contract for the Historic Courthouse repointing project," project No. 31-2421b, to Pioneer Masonry Restoration for up to $93,702.00 - plus tax and applicable permit fees - with the total price including the three bid alternatives in addition to the base bid; and

NOW THEREFORE BE IT FURTHER RESOLVED the BOCC hereby ratifies via this resolution action it took during an open public meeting on Sept. 28, 2026, directing Capital Infrastructure Specialist Matt Patana to sign the contract, attached hereto as Exhibit A, on behalf of Lewis County.
