Summary:

This resolution will approve an amendment to increase the agreement between the State of Washington Recreation and Conservation Office (RCO) and Lewis County for the Blue Creek at Spencer Road Fish Passage Habitat Restoration Design, CRP 2206, RCO #23-1138, in the amount of $105,125.00 for a total funding amount of $700,833.00. The period of performance ends on December 31, 2027.

Resolution

WHEREAS, pursuant to Resolution 25-088, approval from the Board of County Commissioners (BOCC) is required for all Change Orders/Amendments or Addenda that would increase, or cumulatively increase, the total to more than $350,000.00; and

WHEREAS, Public Works has requested an amendment to increase the grant funding administered through the State of Washington Recreation and Conservation Office (RCO) for the Blue Creek at Spencer Road Fish Passage Habitat Restoration Design, CRP 2206, RCO #23-1138, in the amount of $105,125.00 for a total funding amount of $700,833.00; and

WHEREAS, cost increases were incurred when it was determined the preferred alternative would include project elements which were not considered in the development of the initial project budget including the replacement of a 3-ft diameter corrugated metal culvert (Site 980912) with a bridge with a minimum span of 150 ft; realignment of 400 ft of Blue Creek Lane out of the floodplain to connect to Spencer Road near MP 5.745; and removal of a 2 ft diameter corrugated metal culvert ; and

WHEREAS, no time extension is requested at this time as the period of performance ends on December 31, 2027; and

WHEREAS, the Public Works Director and County Engineer have reviewed the amendment to the agreement between Lewis County and the RCO and recommend approval.

NOW THEREFORE BE IT RESOLVED that the BOCC has determined the amendment to the grant agreement to increase the funding for the Blue Creek at Spencer Road Fish Passage Habitat Restoration Design, CRP 2206, RCO #23-1138, in the amount of $105,125.00 for a total amount of $700,833.00 including tax, for the period ending December 31, 2027, funded through RCO, is in the best public interest and hereby authorizes the Public Works Director to sign the amendment.
