Resolution

WHEREAS, Lewis County Code 12.20 and RCW 36.55 require that all utility installations in Lewis County road rights of way be authorized by a franchise from Lewis County; and

WHEREAS, an application for a franchise renewal has been received by the Board of County Commissioners from Mashell Telecom Inc., DBA Lightcurve, to install, construct, operate, and maintain telecommunications facilities within the rights of way of unincorporated Lewis County; and

WHEREAS, a hearing was set for October 13, 2026, via Resolution No. 26-387, dated September 15, 2026, all required notices were given to the public, and the BOCC conducted the hearing on October 13, 2026.

NOW THEREFORE BE IT RESOLVED the Board of County Commissioners hereby approves the resolution to grant a franchise to Mashell Telecom Inc., DBA Lightcurve to install, construct, operate and maintain telecommunications facilities within the rights of way of unincorporated Lewis County; approves the attached nonexclusive franchise agreement; and authorizes the BOCC to sign the agreement.
