RCW 36.87 allows for the vacation of a county road that is found useless to the needs of the County pending a report of the County Engineer

First: On August 10, 2026, the County Engineer filed his report in writing with the Lewis County Board of County Commissioners (BOCC) setting forth all things required by law to be set forth in the County Engineer's report

Second: On August 25, 2026, the BOCC passed Resolution 26-373, which fixed the 6th day of October 2026, at or after 10 a.m., in the Commissioner's Hearing Room on the second floor of the Historic Courthouse, Chehalis, Lewis County, Washington, as the time and place for the hearing on the report of the County Engineer, and that the BOCC duly caused notice thereof to be published and posted as required by law

Third: That said portion of road does not abut a body of water

Fourth: this vacation shall reserve easements over, under, and across the vacated right of way as necessary to preserve access rights for abutting property owners and to accommodate existing and future utility facilities, including but not limited to water, sewer, stormwater, power, telecommunications, and franchise utilities. (RCW 36.87.140)

NOW THEREFORE IT IS ORDERED by the BOCC that all provisions of RCW 36.87 and LCC 12.15 have been met and All that part of an undeveloped 12' Alley right of way in Block B in the Plat of Doty, located in the Northwest 1/4 of the Southwest 1/4, Section 2, T13N R5W, W.M., Lewis County, WA, beginning at the Southeast corner of lot 7, thence continuing northeasterly 722' to the northeast corner of lot 20, thence southeasterly 12' along the northerly line of block B to the Northwest corner of Lot 21, thence Southwesterly 722' to the Southwest corner of Lot 34, thence Northwesterly 12' to the point of beginning, Doty, WA, reserving easements over, under, and across the vacated right of way as necessary to preserve access rights for abutting property owners and to accommodate existing and future utility facilities, including but not limited to water, sewer, stormwater, power, telecommunications, and franchise utilities. (RCW 36.87.140), came regularly on for hearing, and due proof having been made to the satisfaction of the BOCC by affidavit of the posting and publication of the notices of hearing and BOCC having considered the engineer's report and all the evidence relative to such vacation, now here finds that the above described portion of unimproved Alley in Block B of the Plat of Doty is not useful to the County Road system and the Order of Vacation No. 26-003 is approved.

DONE IN OPEN SESSION this 6th day of October, 2026.
