Resolution

WHEREAS, pursuant to Resolution 25-339, the Board of County Commissioners (BOCC) adopted the amended 2026-2031 Six-Year Transportation Improvement Program; and

WHEREAS, the 2026 Countywide 3R Program, to include the Boistfort Road Paving MP 0.00-2.202, 2026 3R Project, CRP 2213E, is listed as priority number 9. The 3R program provides asset sustainability, pavement preservation and structural integrity to identified county roads; and

WHEREAS, Federal Highway Administration (FHWA) Surface Transportation Block Grant (STBG) funds will be used for the project in the amount of $1,211,475.00 at 86.5%, for a total of $1,047,926.00 federal funds, with a 13.5% local match requirement; and

WHEREAS, the conditions of receiving FHWA STBG funds require a Local Agency Agreement and Federal Aid Project Prospectus signed by the Chair of the BOCC prior to commencing the project; and

WHEREAS, the Public Works Director and County Engineer have reviewed a Local Agency Agreement and Federal Aid Project Prospectus between Lewis County and WSDOT for the Boistfort Road Paving MP 0.00-2.202, 2026 3R Project, CRP 2213E, and recommend approval by the BOCC.

NOW THEREFORE BE IT RESOLVED that the BOCC has determined that proceeding with the Boistfort Road Paving MP 0.00-2.202, 2026 3R Project, CRP 2213E, is in the best public interest and hereby approves the Local Agency Agreement and Federal Aid Project Prospectus in the amount of $1,211,475.00, funded by FHWA STBG funds and Roads Fund local match, contingent upon the State awarding the FHWA STBG funds for the project. The Chair of the BOCC is authorized to sign the same; provided, however, that the County shall not be obligated to proceed with the project or expend funds pursuant to the Local Agency Agreement and Federal Aid Project Prospectus unless and until the FHWA STBG funds are awarded.
