APPROVE CHANGE ORDERS RELATED TO LAW AND JUSTICE BOILER PROJECT
WHEREAS, the Lewis County Board of County Commissioners (BOCC) issued a request for proposals (RFP) for the removal and replacement of boilers at the Law and Justice building via Resolution 25-298 and awarded the project to Elite Mechanical Services LLC for a contract totaling $345,685.65 (including taxes) via Resolutions 25-368 and 26-011, with funding coming from Fund 3110; and
WHEREAS, during the boiler replacement, crews uncovered additional issues requiring immediate attention - including aging, obsolete and failing components - as well as asbestos insulation requiring abatement and removal; and
WHEREAS, other improvements also are necessary to prevent corrosion, flow imbalance and other failures that could lead to repeated outages and emergency shutdowns; and
WHEREAS, this additional work directly supports system reliability, protects the new boilers and reduces long‑term cost, while also better positioning the Law and Justice building to meet the Washington State Clean Building Standards, which take effect in July 2027; and
WHEREAS, the additional work is covered by the following change orders:
Change Order 1: Valves and atmospheric expansion tank ($23,680.73, including tax)
