WHEREAS, the establishment of family burial grounds is a newly authorized land use under Chapter 68.32 RCW that is not presently addressed by the Lewis County Code, Comprehensive Plan, zoning regulations, development standards or permitting procedures; and

WHEREAS, on June 16, 2026, the Lewis County Board of County Commissioners (BOCC) adopted Resolution 26-190 establishing a temporary six-month (6-month) moratorium on the establishment of family burial grounds in unincorporated Lewis County pursuant to RCW 36.70A.390 to provide adequate time for staff to prepare development regulations and permitting procedures; and

WHEREAS, RCW 36.70A.390 requires that a public hearing be held within sixty (60) days following adoption of a moratorium or interim official control and that findings of fact be adopted; and

WHEREAS, the BOCC has considered the record before it and finds that the circumstances supporting adoption of Resolution 26-190 continue to exist.

NOW THEREFORE BE IT RESOLVED the BOCC finds it in the public interest to preserve the status quo while permanent development regulations are prepared and hereby affirms the temporary six-month moratorium on the establishment of family burial grounds in unincorporated Lewis County, as adopted by Resolution 26-190; and

NOW THEREFORE BE IT FURTHER RESOLVED the temporary moratorium shall remain in effect for the duration established by Resolution No. 26-190 unless otherwise modified or repealed by the BOCC.
