APPROVE A CONTRACT FOR ROOFING AND RELATED SERVICES FOR THE ROOF REPAIR AND REPLACEMENT AT THE LEWIS COUNTY JAIL WITH V&R SHEET METAL LLC USING KING COUNTY DIRECTORS' ASSOCIATION (KCDA) CONTRACT AEPA 025-D

Resolution Number: 26-223

WHEREAS, the Capital Facilities Committee has recommended the Lewis County Board of County Commissioners (BOCC) allocate $2.5 million for the Jail roofing project, which was approved as part of the adopted 2026 Capital Improvement Plan (CIP); and

WHEREAS, the Lewis County Procurement Policy encourages cooperative purchasing when those procurements are in accordance with the Procurement Procedural Policy and Chapter 39.34 RCW; and

WHEREAS, the King County Directors' Association (KCDA) is governed by procurement laws governing school districts in Washington. The basic statute authorizing the formation of KCDA is RCW 28A.320.080. KCDA is also authorized under the Interlocal Cooperation Act, RCW 39.34. All items and services under contract with KCDA have been awarded through a competitive sealed bid process, with contract, bid and advertising documents posted on their website; and

WHEREAS, use of the KCDA Contract for the purchase of roofing and related services and support solicitation was made in conformity with procurement requirements within the Lewis County Procurement Policy and Chapter 39.12 RCW. The general terms and conditions and special contract terms and conditions contained in KCDA Contract AEPA 025-D are hereby incorporated by reference and shall apply to this purchase; and

WHEREAS, the Lewis County Jail has two distinct roof types that require different repair approaches, which will be completed through the approved KCDA cooperative purchasing contract with V&R Sheet Metal LLC and Tremco, the manufacturer of both systems. Older roof sections will be replaced with an IRMA-style system featuring a waterproofing membrane protected by heavy pavers, except in areas where drainage or structural conditions require a standard membrane system without pavers. Newer roof sections will receive a 30-year Tremco KEE membrane system that reinforces the existing roof without full removal. Together, these Tremco systems will ensure long-term durability, performance and full warranty coverage; and

WHEREAS, the BOCC has reviewed the project and has determined this is an appropriate use of the 1/10th of 1% Juvenile and Jail Facilities Sales and Use Tax.

NOW THEREFORE BE IT RESOLVED the BOCC hereby approves utilization of the King County Directors' Association (KCDA) Contract AEPA 025-D for the Lewis County Jail Roof. The terms of the cooperative contract are stipulated in the attached Agreement, and the Capital Infrastructure Specialist is hereby authorized to sign said Purchase Agreement on behalf of the BOCC; and

NOW THEREFORE BE IT FURTHER RESOLVED that the BOCC authorizes the contract with V&R Sheet Metal LLC for the Jail Roofing Project at a total cost of up to $1.6 million, including sales tax, using funding from the 1/10th of 1% Juvenile and Jail Facilities Sales and Use Tax.

DONE IN OPEN SESSION this 14th day of July, 2026.
