WHEREAS, as set forth in RCW 36.93.230, the Lewis County Board of County Commissioners (BOCC) has the authority to disband the Boundary Review Board if the county and the cities and towns in within the county have adopted a comprehensive plan and development regulations under the Growth Management Act; and

WHEREAS, Lewis County and the cities and towns within the county have adopted comprehensive plans and development regulations under the Growth Management Act; and

WHEREAS, the BOCC on December 16, 2025, approved Resolution 25-355 to disband the Boundary Review Board effective on January 31, 2026, unless the BRB was invoked prior to January 31, 2026; and

WHEREAS, it was the intent of the BOCC for the Boundary Review Board to be disbanded after conclusion of the City of Chehalis annexation and that the Boundary Review Board would be invoked related thereto prior to January 31, 2026; and

WHEREAS, the City of Chehalis issued a Notice of Intent to annex portions of the Urban Growth Area on January 12, 2026, which began a 45-day period within which the Boundary Review Board could be invoked; and

WHEREAS, the Boundary Review Board was invoked on February 24, 2026, to review the City of Chehalis Notice of Intent to annex, after the January 31, 2026, deadline.

NOW THEREFORE BE IT RESOLVED the Board of County Commissioners hereby rescinds Resolution 25-355; and

NOW THEREFORE BE IT FURTHER RESOLVED the Board of County Commissioners finds it in the best of interest of the public to disband the Boundary Review Board at the conclusion of its review of the City of Chehalis Notice of Intent to annex; and

NOW THEREFORE BE IT FURTHER RESOLVED no new Notices of Intent shall be accepted by the Boundary Review Board and no other matters except for the pending City of Chehalis annexation shall be considered by the Boundary Review Board prior to disbandment.
