Resolution

WHEREAS, Lewis County Code 12.20 and RCW 36.55 require that all utility installations in Lewis County road rights of way be authorized by a franchise from Lewis County; and

WHEREAS, an application for a franchise renewal has been received by the Board of County Commissioners from PUD No. 1 of Cowlitz County to install, construct, operate and maintain electrical utility facilities in Lewis County road rights of way; and

WHEREAS, a hearing was set for March 3, 2026, via Resolution No. 26-037, dated February 3, 2026, all required notices were given to the public, and the BOCC conducted the hearing on March 3, 2026.

NOW THEREFORE BE IT RESOLVED the Board of County Commissioners hereby approves the resolution to grant a franchise to PUD No. 1 of Cowlitz County to construct, operate and maintain electrical utility facilities in Lewis County road rights of way; approves the attached nonexclusive franchise agreement; and authorizes the BOCC to sign the agreement.
