Resolution
AUTHORIZE CASH-FLOW LOAN FROM SOLID WASTE DISPOSAL DISTRICT FUND NO. 4150 TO ROADS FUND NO. 1170
WHEREAS, the Roads Fund No. 1170 is in need of a cash-flow loan due to the timing difference between incurring project expenditures and receiving anticipated revenues related to reimbursable grants; and
WHEREAS, an analysis has been performed of the Solid Waste Disposal District Fund No. 4150 to confirm excess funds are available and that lending will not impact the fund’s current operations or reserve needs; and
WHEREAS, the Roads Fund No. 1170 may incur a negative cash balance for one to four months of the year due to the timing of grant reimbursements related to construction projects; and
WHEREAS, it appears to be in the best public interest to authorize a cash-flow loan up to $3,000,000, on an as-needed basis, from the Solid Waste Disposal District Fund No. 4150 to Roads Fund No. 1170 to cover the projected negative cash position until anticipated grant revenues are received; and
WHEREAS, the loan shall be repaid as anticipated revenues are received, be temporary in nature and shall not exceed one year in duration. The interest charged will be variable and reflect the Lewis County Investment Pool (LCIP) rate in effect at the time of borrowing.
NOW THEREFORE BE IT RESOLVED that the Solid Waste Disposal District Fund No. 4150 shall loan up to $3,000,000 to Roads Fund No. 1170 on an as-needed basis and the loan shall be repaid as the anticipated revenues are received, provided that adequate cash balance remains in the Solid Waste Disposal District Fund No. 4150.
DONE IN OPEN SESSION this 25th day of November, 2025.
