Summary:

The Department of Commerce contracts with Lewis County through the Consolidated Homeless Grant (CHG) to oversee the administration of grant money to subcontractors for services provided to those who are literally homeless or at imminent risk of homelessness in Lewis County.

This subcontract provides funding for Comunicativo to help prevent evictions by paying rent and utility costs for eligible Lewis County households. Comunicativo is a By-and-For agency, serving individuals with limited English proficiency, and incomes at or below 80% of the Area Median Income per Housing and Urban Development (HUD) guidelines.

The purpose of this amendment is to (1) increase the overall budget and (2) extend the contract end date.

Resolution

WHEREAS, the Lewis County Board of County Commissioners (BOCC) has reviewed contract #C16-0255-25 amendment A between Comunicativo and Lewis County; and

WHEREAS, Comunicativo is a By-and-For agency specializing in services for renters with limited or no English proficiency; and

WHEREAS, the Department of Commerce contracts with Lewis County through the Consolidated Homeless Grant to oversee the administration of grant money to subcontractors for services provided to those who are literally homeless or at imminent risk of homelessness in Lewis County; and

WHEREAS, the purpose of this subcontract is to prevent evictions by covering rent and/or utility costs for eligible Lewis County households residing in their units with incomes at or below 80% of the Area Median Income per Housing and Urban Development (HUD) guidelines; and

WHEREAS, the purpose of this amendment is to (1) increase the overall budget and (2) extend the contract end date; and

WHEREAS, the revised contract duration is July 1, 2025, to June 30, 2026; and

WHEREAS, the contract funding is increased by $176,433, for a revised maximum consideration of $235,244; and

WHEREAS, it appears to be in the best public interest to authorize the execution of said contract.

NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners (BOCC) hereby awards contract #C16-0255-25 amendment A to Comunicativo in the amount of $235,244 for a term of July 1, 2025, to June 30, 2026, funded through the Consolidated Homeless Grant. Upon approval and presentation of such a contract, the Director of Public Health & Social Services is authorized to sign the contract, attached hereto as Exhibit A, on behalf of the BOCC.
