DISBAND THE WASHINGTON STATE BOUNDARY REVIEW BOARD FOR LEWIS COUNTY, WASHINGTON

Resolution Number: 25-355

WHEREAS, in 1967 the state Legislature enacted chapter 36.93 RCW, which provides for the establishment of Boundary Review Boards within the State of Washington; and

WHEREAS, as set forth in RCW 36.93.010, the purpose of the Boundary Review Boards is in part to provide a method of guiding and controlling the creation and growth of municipalities in metropolitan areas so that problems may be avoided and residents and businesses in those areas may rely on the logical growth of local government affecting them; and

WHEREAS, in 1990, the Legislature enacted chapter 36.70A RCW commonly referred to as the Growth Management Act (GMA); and

WHEREAS, as set forth in RCW 36.70A.0l0, the purpose of the GMA is to address uncoordinated and unplanned growth, conservation and wise use of lands and environment, sustainable economic development and protection of health, safety and high quality of life; and

WHEREAS, RCW 36.93.230 grants the Board of Commissioners authority to disband the Boundary Review Board if the county and the cities and towns within the county have adopted a comprehensive plan and development regulations under the GMA; and

WHEREAS, the cities and town within Lewis County and the county have adopted their respective comprehensive plans and consistent development regulations; and

WHEREAS, the Planned Growth Committee - consisting of the mayor of each city, or their designee, and the chair of the Board of County Commissioners - meets annually to plan for population growth and collaborate on modifications to urban growth areas, pursuant to the adopted Countywide Planning Policies; and

WHEREAS, Lewis County no longer finds it necessary to have a separate Boundary Review Board in light of the adoption of comprehensive plans and development regulations by its cities and town and the county which address, among other matters, the issues previously left to resolution by the Boundary Review Board.

NOW THEREFORE BE IT RESOLVED the Board of County Commissioners finds it in the best interest of the public to disband the Washington State Boundary Review Board of Lewis County, consistent with RCW 36.93.230, effective January 31, 2026, or the calendar day after conclusion of any Boundary Review Board business set as a result of being invoked prior to January 31, 2026.

DONE IN OPEN SESSION this 16th day of December, 2025.
