Summary:

This resolution will ratify a Consultant Agreement with David Evans and Associates, Inc. (DEA) to provide Construction Inspection Services for the Ceres Hill MP 0.79 Bridge Retrofit project, CRP 2204, for a maximum amount payable of $295,576.00. The term of the agreement is effective October 13, 2025, to December 31, 2026.

Resolution

WHEREAS, pursuant to Resolution 25-087, approval from the Board of County Commissioners (BOCC) is required for all contracts, projects, agreement, grant applications, contract amendments and change orders involving expenditures totaling between $50,000 and $350,000; and

WHEREAS, A Request for Qualifications was published on June 4, 2025, to solicit submittals from consultants with expertise in Construction Inspection Services; and

WHEREAS, Lewis County Public Works does not have the required resources to complete this work within the scheduled time; and

WHEREAS, Lewis County received Federal Highway Administration (FHWA) funds for the construction of Ceres Hill MP 0.79 Bridge Retrofit project, CRP 2204, Federal Aid No. BHOS-2021(079), effective September 18, 2025; and

WHEREAS, on October 13, 2025, the Director of Public Works approved a Local Agency A & E Professional Services Agreement with DEA to provide Construction Inspection Services for the Ceres Hill MP 0.79 Bridge Retrofit project, CRP 2204, Federal Aid No. BHOS-2021(079), for a maximum amount payable of $295,576.00; and

WHEREAS, The Agreement term is effective October 13, 2025, to December 31, 2026.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby approves the Consultant Agreement with DEA, in the amount of $295,576.00 including tax, to provide Construction Inspection Services for the Ceres Hill MP 0.79 Bridge Retrofit project, CRP 2204, funded by FHWA Federal Aid No. BHOS-2021(079), to be completed by December 31, 2026, previously executed by the Public Works Director.
