Summary:The Department of Commerce contracts with Lewis County to oversee the administration of the Consolidated Homeless Grant (CHG).
The purpose of this subcontract is to provide funding for The Salvation Army (TSA) to help prevent evictions by paying rent and utility costs for eligible Lewis County households. Eligible households must be within the boundaries of Lewis County, currently residing within the rental unit, and have an income no higher than 80% of the area median per Housing and Urban Development income limits.

APPROVE CONTRACT #T01-0262-25 BETWEEN THE SALVATION ARMY AND LEWIS COUNTY
WHEREAS, the Lewis County Board of County Commissioners (BOCC) has reviewed contract #T01-0262-25 between The Salvation Army and Lewis County; and
WHEREAS, the Department of Commerce contracts with Lewis County through the Consolidated Homeless Grant to oversee the administration of grant money to subcontractors for services provided to those who are literally homeless or at imminent risk of homelessness in Lewis County; and
WHEREAS, the purpose of this subcontract is to prevent evictions by covering rent and/or utility costs for eligible Lewis County households residing in their units with incomes at or below 80% of the Area Median Income per Housing and Urban Development (HUD) guidelines; and
WHEREAS, the contract duration is July 1, 2025, to September 30, 2025; and
WHEREAS, the total maximum consideration of this contract is $192,762.50; and
WHEREAS, it appears to be in the best public interest to authorize the execution of said contract.
NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners (BOCC) hereby awards contract #T01-0262-25 to provide rental and utility assistance to eligible persons in Lewis County by subcontracting with The Salvation Army in the amount of $192,762.50 for a term of July 1, 2025, to September 30, 2025, funded through the Consolidated Homeless Grant. Upon approval and presentation of such a contract, the Director of Public Health & Social Services is authorized to sign on behalf of the BOCC.
