Resolution
APPROVE INTERLOCAL AGREEMENT (ILA) WITH CITY OF CENTRALIA FOR DRUG COURT SERVICES
WHEREAS, RCW 39.34, the Interlocal Cooperation Act, provides for interlocal cooperation between governmental agencies to make the most efficient use of their powers by enabling them to cooperate with other localities on a basis of mutual advantage; and
WHEREAS, Lewis County Superior Court administers a Drug Court program designed to prevent drug-related offenses, reduce recidivism and promote rehabilitation for citizens dealing with substance abuse; and
WHEREAS, Lewis County Superior Court and the City of Centralia wish to enter into an interlocal agreement for Drug Court Services; and
WHEREAS, as outlined in the interlocal agreement, Superior Court shall reimburse the City of Centralia for the overtime wages paid to the officers serving as Compliance Officers based on actual hours worked on Drug Court compliance work assignments, up to a maximum of twenty (20) working hours per week. The financial reimbursement shall be calculated by including the individual officer’s hourly overtime rate plus any premiums, benefits, taxes and other total cost components the City incurs for assigning the officers overtime work; and
WHEREAS, it appears to be in the best public interest to authorize the execution of said interlocal agreement.
NOW THEREFORE BE IT RESOLVED the Lewis County Board of County Commissioners (BOCC) hereby approves the attached Drug Court Service Agreement between Lewis County Superior Court and the City of Centralia; and the BOCC hereby authorizes the Presiding Judge of Lewis County Superior Court - or their designee - to sign the same, with the agreement taking effect upon the date of signature by both parties and remaining in full force and effect until terminated by either party; and
NOW THEREFORE BE IT FURTHER RESOLVED the BOCC authorizes the Presiding Judge of Lewis County Superior Court - or their designee - to amend the agreement to correct typographical errors or other minor errors or omissions that do not materially affect the substance of the agreement.
DONE IN OPEN SESSION this 15th day of July, 2025.
