Resolution
APPROVING A DEVELOPMENT AGREEMENT WITH THE CITY OF CHEHALIS ALLOWING OCCUPANCY OF THE LEWIS COUNTY HOMELESS SHELTER
WHEREAS, Lewis County received a state appropriation to renovate a former bank and office building into a permanent night-by-night shelter for people experiencing homelessness, to replace the county's temporary facility of this type; and
WHEREAS, the renovated shelter building now satisfies all applicable health and life-safety requirements, and is ready for operation; and
WHEREAS, the improvements to the building require the installation of frontage improvements such as curb, gutter, and sidewalk on Kresky Ave, which are in process to be installed this summer, but these improvements do not affect the safety or operational capacity of the shelter building itself; and
WHEREAS, it is useful to be able to plan with certainty as to when the shelter may begin operations at the new location, rather than having to await the completion of frontage improvements; and
WHEREAS, the City of Chehalis and County have negotiated a Developer Agreement that permits occupancy of the shelter in advance of the frontage improvements installation, which is then finalized after the improvements are installed, upon the conditions, promises, and securities required by the City.
NOW THEREFORE BE IT RESOLVED that the Development Agreement with the City of Chehalis is in the public interest and is approved. The Chair of the Lewis County Board of County Commissioners (BOCC) is authorized to sign.
DONE IN OPEN SESSION this 3rd day of June, 2025.
