WHEREAS, Lewis County identified a need for a consultant to provide lobbying services, including strategic advice and help planning the development of annual comprehensive state affairs strategies for the county; and

WHEREAS, after advertising a Request for Proposals (RFP) with all the appropriate and necessary notifications, Lewis County entered into a Consulting Agreement with Gordon Thomas Honeywell Governmental Affairs (GTH) via Resolution 22-287 to provide lobbying services to Lewis County from September 1, 2022, through December 21, 2023, at a cost not to exceed $5,000 per month; and

WHEREAS, the Lewis County Board of County Commissioners (BOCC) extended the Consulting Agreement's term to December 31, 2024, via Resolution 23-414, and then to December 31, 2025, via Resolution 24-471; and

WHEREAS, due to a change in staffing at GTH, the BOCC wishes to agree to an Assignment of Consulting Agreement (attached hereto as Exhibit A) between GTH, as assignor, and Columbia Policy Advisors LLC, as assignee, which would assign all of GTH's rights, obligations, and interests under the Consulting Agreement approved via Resolution 24-471 to Columbia Policy Advisors LLC effective May 1, 2025.

NOW THEREFORE BE IT RESOLVED (1) that the Assignment of Consulting Agreement between GTH, as assignor, and Columbia Policy Advisors LLC, as assignee, concerning the Consulting Agreement is hereby approved with a May 1, 2025, effective date and (2) upon presentation of such an assignment, the County Manager is authorized to sign on behalf of the BOCC.
