Resolution

Wording/In the matter of:

AUTHORIZE THE CHAIR OF THE BOARD OF COUNTY COMMISSIONERS TO SIGN THE COMMUNITY CERTIFICATION VERIFICATION TO MAINTAIN PARTICIPATION IN THE COMMUNITY RATING SYSTEM

Resolution Number: 24-351

WHEREAS, Lewis County has participated in the Community Rating System (CRS) since 1998; and

WHEREAS, the CRS is a voluntary program run by the Federal Emergency Management Agency (FEMA) that encourages communities to improve their floodplain management practices; and

WHEREAS, participation in the CRS program reduces the flood insurance rate paid by property owners in Lewis County; and

WHEREAS, the CRS Coordinator, working with the departments of Public Works, Emergency Management, Public Health & Social Services, and Community Development, has provided the necessary documentation to FEMA to maintain the current CRS rating 5; and

WHEREAS, to maintain participating in the CRS program, form CC-230 Verification is required to be signed by the Chief Executive Officer, whom is the Chair of the Lewis County Board of County Commissioners, certifying that Lewis County will:

  • Maintain FEMA Elevation Certificates on all new buildings and substantial improvements constructed in the Special Flood Hazard Area following the date at which we joined the CRS.
  • If there are one or more repetitive loss properties in the community, Lewis County must take certain actions that include reviewing and updating the list of repetitive loss properties, mapping repetitive loss areas, describing the cause of the losses, and sending an outreach project to those areas each year, and if Lewis County has 50 (fifty) or more repetitive loss properties must also prepare a plan of how it will address its repetitive flood problem.
  • Maintain in force flood insurance policies for insurable buildings owned by Lewis County and located in the Special Flood Hazard Area shown on our Flood Insurance Rate Map.

NOW THEREFORE BE IT RESOLVED that the Lewis County Board of County Commissioner (BOCC) finds it in the public interest to maintain participation in the Community Rating System; and

NOW THEREFORE BE IT FURTHER RESOLVED that the BOCC authorizes the Chair to certify that Lewis County meets the terms of the CRS Community Certifications and sign form CC-230 Verification.

DONE IN OPEN SESSION this 20th day of August, 2024.
