Resolution

WHEREAS, tax title property parcel No. 003475006151 was conveyed to Lewis County by the County Treasurer following an unsuccessful attempt to sell the property at public auction; and

WHEREAS, as allowed per RCW 36.35, Lewis County issued a call for bids for the property, known as Mountain View Cemetery, a 28.3-acre parcel located at 1113 Caveness Drive in Centralia; and

WHEREAS, conditions of the sale were established as follows:

• Property to be sold to the highest and best bidder.
• Payment to be via cash or a cashier’s check.
• Purchaser to pay the full amount at the time of sale.
• The Board of County Commissioners (BOCC) reserves right to reject any and all offers.
• Endowment funds to be released upon verification of Cemetery Certificate of Authority from the Washington State Department of Licensing (DOL). The certificate is required before closing of escrow.
• Property sold as-is.
  
  

WHEREAS, the county received the following three bids for the property before the May 3, 2024, deadline:

WHEREAS, after reviewing recommendations from staff directed to review the bids submitted, the BOCC agreed during an open-session meeting on May 13, 2024, to award the bid to Stephen B. Morrison; and

WHEREAS, the buyer is actively pursuing the required Cemetery Certificate of Authority from the state DOL, and the BOCC wishes to close escrow.

NOW THEREFORE BE IT RESOLVED that the aforesaid offer in the amount of $2,001 for the Mountain View Cemetery (parcel No. 003475006151 at 1113 Caveness Drive in Centralia, Wash.) is hereby accepted; and

NOW THEREFORE BE IT FURTHER RESOLVED that closing of the sale is authorized including issuance of a deed to transfer title, but the BOCC will not release endowment funds until verification that the buyer has obtained the Cemetery Certificate of Authority from the state DOL.
