Resolution

WHEREAS, Lewis County Department of Community Development is responsible for maintain the comprehensive plan and implementing ordinance; and

WHEREAS, Lewis County must perform review and update of the comprehensive plan and implementing ordinances by June 30, 2025 (WAC 365-196-610); and

WHEREAS, the Department of Community Development has been awarded a Periodic Update Grant from the Washington State Department of Commerce to complete mandatory updates to the Lewis County comprehensive plan and implementing ordinances; and

WHEREAS, the Department of Community Development issued a notice of request for proposal on August 31, 2023 with proposals due on October 5, 2023; and

WHEREAS, the Department of Community Development received three proposals and has determined that Kimley-Horn best meets criteria as listed in the request for proposal; and

WHEREAS, at the time of noticing for requests for proposals and selecting a consultant, Washington State had not fully funded the state mandated Climate Resiliency Element, which is part of the comprehensive plan periodic update; and

WHEREAS, after selection of Kimley-Horn, the Washington State Department of Commerce did release notice of grant for the Climate Resiliency Element to fully fund the mandatory update; and

WHEREAS, the Department of Community Development has applied for the Department of Commerce non-competitive local government assistance for the Climate Resiliency Element; and

WHEREAS, draft contract 2023-GEN-006 (OpenGov) was subsequently updated to reflect the Climate Resiliency Grant, in addition to the Periodic Update Grant funding, with the condition (item 2.3 of the contract) that the contractor may not commence work until written notice is provided by the County and that written notice is contingent on a signed agreement with the Department of Commerce.

NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners has determined that it is in the public's best interest to award the Lewis County comprehensive plan periodic update contract to Kimley-Horn in an amount not to exceed $421,500 and authorizes Lee Napier, Director of the Department of Community Development, to sign contract 2023-GEN-006, as shown in Exhibit A.
