Summary:

Approval of a resolution authorizing the Chair of the Board of County Commissioners (BOCC) to sign a Local Agency Agreement and Federal Aid Project Prospectus with WSDOT for the Berwick Creek at Logan Hill Fish Passage Project (MP 0.103), County Maintenance Road Project (CMP) 1805, and the Scammon Creek at Graf Fish Passage Project (MP 1.34), CMP-1902.

Resolution

WHEREAS, pursuant to Resolution 23-041, the Board of County Commissioners (BOCC) adopted the amended 2023-2028 Six-Year Transportation Improvement Program; and

WHEREAS, the Berwick Creek at Logan Hill Fish Passage Project (MP 0.103), CMP-1805, and the Scammon Creek at Graf Fish Passage Project (MP 1.34), CMP-1902, are listed as priority number 2 using Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation Program (PROTECT) federal funding ($2,378,000), with no local matching requirement for the Construction phase of these projects. These projects will remove and replace fish barrier culverts, stream alignment and restoration, and other related work; and

WHEREAS, the conditions of receiving PROTECT federal funding requires a Local Agency Agreement and Federal Aid Project Prospectus signed by the Chair of the BOCC prior to commencing the construction phase of these projects; and

WHEREAS, the Public Works Director and County Engineer have reviewed Local Agency Agreements and Federal Aid Project Prospectuses between Lewis County and WSDOT for the Berwick Creek at Logan Hill Fish Passage Project (MP 0.103), CMP-1805, and the Scammon Creek at Graf Fish Passage Project (MP 1.34), CMP-1902, and recommend approval by the BOCC.

NOW THEREFORE BE IT RESOLVED that the BOCC has determined that proceeding with the Berwick Creek at Logan Hill Fish Passage Project (MP 0.103), CMP-1805, and the Scammon Creek at Graf Fish Passage Project (MP 1.34), CMP-1902, to be in the best public interest and hereby approve the Local Agency Agreements and Federal Aid Project Prospectuses, and the Chair of the BOCC is authorized to sign the same.
