Resolution

WHEREAS, the state Legislature in 1997 authorized counties to establish water conservancy boards (RCW 90.80) to enable the processing of water-right transfer applications at the local level with members appointed by the Board of County Commissioners (BOCC); and

WHEREAS, Lewis County established the Lewis County Water Conservancy Board via Resolution 98-247 on May 18, 1998; and

WHEREAS, Lewis County Water Conservancy Board member Wallace Rosa recently moved from an alternate position to a regular position, creating a vacancy for an alternate member; and

WHEREAS, David Hilligoss has expressed a willingness to serve as an alternate on the board; and

WHEREAS, RCW 90.80.050(2) states that "in making appointments to the board, the county legislative authority or authorities shall choose from among persons who are residents of the county or counties or a county that is contiguous to the county that the water conservancy board is to serve"; and

WHEREAS, it is in the best public interest to appoint qualified members to the Lewis County Water Conservancy Board.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby appoints David Hilligoss as an alternate member of the Lewis County Water Conservancy Board to complete the remainder of Wallace Rosa's unexpired six-year term, which ends August 1, 2026.
