Business Meeting: Aug. 8, 2023
Summary:The resolution authorizes the Director of Information Technology Services to execute a purchase order with Legal Atoms through sole source procurement. The Lewis County Clerk's office needs to implement electronic filing of protection orders to comply with Washington State House Bill 1320. This bill mandates the availability of electronic filing for protection orders to the public, effective January 1st, 2023, exclusively for cases filed in Superior Court.
After a trial period, and research by the Clerk's office and the Information Technology Department, it appears that Legal Atoms is the only software vendor offering a solution that complies with the specific requirements of House Bill 1320. No other software provider provides the same level of integration with Washington State Law or ensures that the forms are fully completed as effectively as Legal Atoms. Therefore, procuring Legal Atoms is the most suitable and compliant option for the Clerk's office to meet the new mandate.
