Summary:

This resolution dispenses with advertisement and competitive bidding for a very small-scale public works project, per RCW 36.32.250.  The limited public works process, which would normally apply given the low dollar amount, will not work because only a short list of state-certified contactors are legally allowed to do the project.  Therefore, the Board is dispensing with that requirement to allow staff to solicit the list of state-certified contractors and contract with the lowest-price, fastest contractor for the work.

Resolution

WHEREAS, Lewis County obtained a Rapid Capital Housing Acquisition grant to reimburse a county purchase of a building; and

WHEREAS, the grant requires that certain remediation by a state-certified contractor be done, which will cost about $6,700; and

WHEREAS, a public work of this small a scale is usually contracted by soliciting bids from three contractors on the small-works roster - but none of the contractors on the small-works rosters has the correct state certification for the work; and

WHEREAS, for projects under $40,000, RCW 36.32.250 allows the Board of County Commissioners to dispense with advertisement and competitive bidding; and

WHEREAS, it is in the public interest to do so here, and directing staff to solicit the list of state-certified contractors for the remediation and choose one based on lowest price and fastest ability to complete the work.

NOW THEREFORE BE IT RESOLVED , by order of the Board of County Commissioners, that advertisement and competitive bidding are dispensed with for the remediation project at 1258 SE Washington Ave, Chehalis, per RCW 36.32.250.  Staff is directed to solicit at least three state-certified contractors for the project, and choose one based on lowest price and fastest ability to complete the work.  The Interim County Manager or Capital Facilities Manager may sign the resulting contract.
