WHEREAS, a Request for Qualifications (RFQ) was published in The Chronicle and the Daily Journal of Commerce (Seattle) on July 28 and August 4, 2022, and in the Daily Journal of Commerce (Portland) on August 3 and 10, 2022, for Architectural and Engineer firms to provide engineering services for design, surveying, right-of-way service, utility coordination, and plans, specifications, and engineer’s estimate of probable construction cost a new Large On-Site Sewer System (LOSS) in the unincorporated Lewis County community of Packwood, Washington; and

WHEREAS, the county received proposals from five (5) firms: Gray and Osborne Inc., Parametrix, HDR Engineering Inc., Gibbs and Olson, and Windsor Engineers; and

WHEREAS, HDR Engineering Inc., with supporting sub-consultants (collectively referred to as the Consultant), has been selected as the consultant for delivering Phase 1 pre-development activities for the Large On-Site Sewer System (LOSS) for Packwood; and

WHEREAS, on July 20, 2022, the Washington State Department of Commerce approved $1,600,000 for the pre-development Phase (Phase 1), a pre-development component of a larger project that utilizes a total of $8,000,000 appropriated for the project; and

WHEREAS, Lewis County and the Department of Commerce intend to amend the contract to include Phase 2  work consisting of the construction of the new Large On-Site Sewer System (LOSS) for the Packwood area for the balance of the appropriated funds upon completion of the Phase 1 pre-development activities; and

WHEREAS, the contract for the Phase 1, pre-development phase of the project - for design, surveying, right-of-way service, utility coordination, plans, specifications, and engineer’s estimate of probable construction cost - will be authorized in the maximum amount of $3,987,039.00 for development of a Large On-Site Sewer System (LOSS).

NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners (BOCC) approves the contract and contract amount with HDR Engineering Inc. for Phase 1, pre-development activities for the Large On-Site Sewer (LOSS) System for the unincorporated community of Packwood, Washington, and authorizes the Public Works Director to sign the contract.
