Resolution

WHEREAS, the state Legislature in 1997 authorized counties to establish water conservancy boards (RCW 90.80) to enable the processing of water-right transfer applications at the local level with members appointed by the Board of County Commissioners (BOCC); and

WHEREAS, Lewis County established the Lewis County Water Conservancy Board via Resolution 98-247 on May 18, 1998; and

WHEREAS, Lewis County Water Conservancy Board member Jill Van Hulle of Olympia has asked to vacate her position as a regular member and instead serve as alternate member; and

WHEREAS, with the change in Jill Van Hulle's membership, the Lewis County Water Conservancy Board will have two vacancies: one for a regular member and the other for an alternate; and

WHEREAS, RCW 90.80.050(2) states that "in making appointments to the board, the county legislative authority or authorities shall choose from among persons who are residents of the county or counties or a county that is contiguous to the county that the water conservancy board is to serve"; and

WHEREAS, Gina Owen of Randle and Wallace Rosa of Morton have expressed interest in serving on the Lewis County Water Conservancy Board; and

WHEREAS, it is in the best public interest to appoint qualified members to the Lewis County Water Conservancy Board; and

WHEREAS, the commissioners had created staggered membership on the Lewis County Water Conservancy Board ; and

WHEREAS, to re-establish the staggered terms, it is in the best public interest to set the appointments as follows:

NOW THEREFORE BE IT RESOLVED that the BOCC hereby removes Jill Van Hulle as regular member and appoints her as an alternate for the Lewis County Water Conservancy Board, with her term to expire August 1, 2028; and

NOW THEREFORE BE IT FURTHER RESOLVED the the BOCC hereby appoints Gina Owen as a regular member for a term that expires August 1, 2027; and

NOW THEREFORE BE IT FURTHER RESOLVED the the BOCC hereby appoints Wallace Rosa as a alternate for a term that expires August 1, 2026.
