Resolution

WHEREAS, Lewis County has identified a need for a consultant to provide lobbying services that will provide strategic advice and planning in the development of an annual comprehensive state affairs strategy for the county; and

WHEREAS, Lewis County advertised a Request for Proposals (RFP) with all the appropriate and necessary notifications; and

WHEREAS, County staff have reviewed submitted proposals and determined that the partnership of two firms, Gordon Thomas Honeywell Governmental Affairs (GTH) and Phillips Burgess Governmental Relations LLC (PBGR) are the best qualified consultants to provide Lobbying Services; and

WHEREAS, Lewis County will contract with GTH, who will then sub-contract with PBGR; and

WHEREAS, a consultant agreement was negotiated with GTH for lobbying services for Lewis County not to exceed $5,000 a month, effective September 1, 2022, and to be completed by December 21, 2023; and

WHEREAS, the County Manager has had the opportunity to review the agreement reached with (GTH) in the amount of $5,000 a month and recommends approval.

NOW THEREFORE BE IT RESOLVED that the consultant agreement for Lobbying Services for Lewis County shall be executed with Gordon Thomas Honeywell Governmental Affairs in the amount of $5,000 a month and upon presentation of such a consultant agreement, the County Manager is authorized to sign on behalf of the Board of County Commissioners.
