Summary:

This resolution will approve and authorize the Public Works Director to sign an Interlocal Purchasing Agreement between the City of Centralia, Office of the Chehalis Basin, and Lewis County for the purchase of Parcel #003485001003 in Lewis County for use as open space, roadways, associated structures and utilities, trails, stormwater retention and easements.

WHEREAS, in accordance with the Washington State Interlocal Cooperation Act, RCW 39.34, the Parties, as public agencies, are authorized to contract with other public agencies via interlocal agreements that enables cooperation among the agencies to perform governmental activities and deliver public services; and

WHEREAS, The owner of parcel 003485001003, a 61.90-acre parcel located on the south side of the Chehalis River, is selling the property and contacted the City of Centralia offering first rights to purchase the property. The City expressed interest in the parcel as it will be a critical piece of right of way for construction of the Westside Connector. The City hired an appraisal company to complete an appraisal of the property; and

WHEREAS, the City of Centralia contacted Lewis County Public Works and the Office of the Chehalis Basin in February about partnering to purchase this parcel and securing it for future planned use.  The Office of the Chehalis Basin agreed to contribute twenty percent (20%) of the purchase price and Lewis County Public agreed to split the remainder with the City of Centralia; and

WHEREAS, the appraisal has been completed and the appraised value of the 61.90-acre parcel is $557,000.00. The appraisal report has been reviewed by the City of Centralia and the Lewis County Public Works Department; and

WHEREAS, the City of Centralia made an offer to purchase the parcel for the appraised value of $557,000 and the owner has accepted the offer. The City of Centralia has prepared an Interlocal Purchasing Agreement defining the terms and contribution amounts for the three participants: the Office of the Chehalis Basin will contribute 20% ($111,400.00) and the City of Centralia and Lewis County will contribute 40% each ($222,800.00 apiece).

NOW THEREFORE BE IT RESOLVED the Public Works Director has reviewed the Interlocal Purchasing Agreement and recommends authorizing signature; and

NOW THEREFORE BE IT FURTHER RESOLVED that the Board of County Commissioners (BOCC) has determined proceeding with the Interlocal Purchasing Agreement between the City of Centralia, Office of Chehalis Basin and Lewis County for the purchase of parcel No. 003485001003 is in the best public interest and is hereby approved, and the Lewis County Public Works Director is authorized to sign the same.
