Resolution

WHEREAS, Lewis County has a Civil Service Commission as outlined in RCW 41.14; and

WHEREAS, the term for Civil Service Commission member Bill Cavinder is set to expire December 31, 2021; and

WHEREAS, Bill Cavinder has expressed interest in continuing to serve on the Civil Service Commission; and

WHEREAS, RCW 41.14 prescribes that members serve six-year, staggered terms; and

WHEREAS, hiccups in the appointment process over the years have disrupted the six-year, staggered terms required as per RCW 41.14; and

WHEREAS, the Civil Service Commission has one vacancy, and the third seat is occupied by Pat Sauter, whose term extends through December 31, 2022, as per Resolution 17-022; and

WHEREAS, the Lewis County Board of County Commissioners (BOCC) wishes to reappoint Bill Cavinder to the Civil Service Commission and to reinstate the staggered terms required by RCW 41.14; and

WHEREAS, to re-establish the staggered terms, it is in the best public interest to reappoint Bill Cavinder to a term ending December 31, 2026, and to set the ending term for the vacant position as December 31, 2024.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby reappoints Bill Cavinder to the Civil Service Commission for a term ending December 31, 2026.
