Summary:

Lewis County issued a call for a rebid for the 2022 Liquid Asphalt program, 15-2301,  throughout Lewis County on November 23, 2021. Lewis County received and opened three (3) bids on December 7, 2021.  A formal protest has been received from one of the contractors. RCW 36.32.250 allows for the rejection of all bids if a compelling reason exists. 

Public Works recommends the Board of County Commissioners reject all bids for the 2022 Liquid Asphalt Rebid.

Public Works plans on sending out another bid for Liquid Asphalt in January, 2022.

Resolution

WHEREAS, RCW 36.32.250 allows for the preservation of the integrity of the competitive bid system and dictates that after competitive bids have been opened, award must be made to that responsible bidder who submitted the lowest responsive bid, unless there is a compelling reason to reject all bids and cancel the solicitation; and

WHEREAS, Lewis County issued a call for a rebid of the 2022 Liquid Asphalt program, throughout Lewis County, 15-2301, on November 23, 2021; and

WHEREAS, Lewis County received and opened three (3) bids for the 2022 Liquid Asphalt Rebid on December 7, 2021; and

WHEREAS, Lewis County received a formal protest from one of the asphalt suppliers; and

WHEREAS, it appears to be in the best public interest to reject all bids for the 2022 Liquid Asphalt Rebid.

NOW THEREFORE BE IT RESOLVED that all bids accepted by Lewis County on December 7, 2021, for the 2022 Liquid Asphalt Rebid are hereby rejected under the authority of RCW 36.32.250.
