SUNSETTING THE LOCAL DECLARATION OF A STATE OF EMERGENCY IN LEWIS COUNTY AND REMAINING UNDER THE STATE'S DECLARATION OF EMERGENCY

Resolution Number: 21-258

WHEREAS, on February 29, 2020, Governor Jay Inslee declared a state of emergency in Washington in response to the continued and growing threat presented by COVID-19, a new strain of coronavirus that can easily spread from person to person; and

WHEREAS, the governor's proclamation, Proclamation 20-05, covered all 39 counties; and

WHEREAS, on March 16, 2020, the Lewis County Board of County Commissioners (BOCC) declared a local state of emergency via Resolution 20-100 in response to the detection of COVID-19 in Lewis County. Resolution 20-100 activated the Lewis County Comprehensive Emergency Management Plan (CEMP) and the utilization of emergency powers granted pursuant to RCW 36.40.180 and RCW 38.52.070(2); and

WHEREAS, the BOCC extended the local state of emergency in Lewis County through August 4, 2021, via subsequent Resolutions 20-122, 20-155, 20-193, 20-228, 20-262, 20-307, 20-344, 20-375, 21-012, 21-123 and 21-245; and

WHEREAS, Lewis County remains under the governor's state of emergency as one of Washington's 39 counties, making the county's local declaration of a state of emergency unnecessary.

NOW THEREFORE BE IT RESOLVED that the BOCC hereby sunsets on July 31, 2021, Lewis County's local declaration of a state of emergency, as extended via Resolution 21-245; and

NOW THEREFORE BE IT FURTHER RESOLVED Lewis County's state of emergency is no longer in force and in effect as of July 31, 2021; and

NOW THEREFORE BE IT FURTHER RESOLVED that pursuant to state law and the governor's proclamation, Lewis County remains under the governor's state of emergency for as long as the emergency is declared for the state of Washington.

DONE IN OPEN SESSION this 13th day of July, 2021.
